Juan Carlos Blacker

Juan Carlos leads product development for the Commercial Whole Building Project at NEEA. With over 20 years of experience in energy efficiency, demand response, and utility program strategy Juan Carlos has led utility consulting, program design, and market transformation initiatives across sectors and technologies. Having worked with BPA, Seattle City Light, PGE, Energy Trust of Oregon and the CPUC, among others, Juan Carlos specializes in bridging together utilities, manufacturers,  industry partners, and market actors to optimize programs and grow markets. Juan Carlos has degrees in anthropology from UC Berkeley and SUNY Binghamton and in his free time enjoys boxing, scuba diving, and coaching high school rugby.
